3. Gregory

If you took Eugene, gave him a haircut and a once-sharp suit, then put him in a position of real leadership, you'd probably end up with a character like Gregory.

The man in charge of the Hilltop Colony is a snivelling weasel, who'll happily bend the knee, grease palms, and kiss as much ass he needs to in order to ensure his safety (and, if you believe him, that of his people too).

A lot of his own people hate him, Rick, Maggie, and co all loathe him, and the Saviours like having him around only because he's so ready and willing to comply with them, but would happily and quickly remove him if necessary (indeed, Simon's "come see me" line might be setting him up to die if he dares go to the Sanctuary and complain).

He's going to be no good in an upcoming war, and if anything will only stand in the way of an alliance against Negan. Since Maggie is almost certainly going to make the step up to Hilltop leader sooner rather than later, that means there needs to be a vacancy to fill, and thus Gregory needs to go.
