9. The Highwaymen (Ozzy & Alek)

The Highwaymen have only been in the show for a couple of episodes, but they managed to make a strong impression in that time. Although introduced as the kind of bandits befitting of their name, they were quickly turned to accepting the way of life the other communities subscribe to, and were shown to be good guys at heart.

Of course, now we know that bit of character development for Ozzy and Alek was simply sealing their fate, allowing the reveal of their heads on pikes to have more impact than if they had just been rogues. Their deaths are made even worse by the fact that they weren't initially part of the lineup, but were instead beheaded and impaled alongside the others when they tried to help out.
