4. Robert Patrick "Pusher" Modell
Robert Modell, aka "Pusher", was a contract killer who developed an extremely deadly power where he could "push" someone into doing whatever he wanted simply by talking to them.
The actual cause of Modell's powers was revealed to be a massive tumor growing inside his brain, leading Modell to go on a completely suicidal mission for power, killing and maiming as many people as he could in order to feel that he was special.
Modell developed a massive egomaniacal personality, eventually seeking out a worthy adversary because he had become obsessed with Japanese warrior codes, such as Bushido. He felt that he had finally found a true opponent in Fox Mulder, and the two developed a rivalry that lasted for years.
Modell was a truly terrifying rival for Mulder and Scully, as his powers weren't easy to fight against and almost led to Mulder shooting Scully in a tense game of Russian Roulette. His somewhat heightened intelligence allowed him to stay one step ahead of everyone against him, even when he was comatose.
