1. Why Weren't Alen Glover And Jeff Lowe Charged For Their Involvement In The Carole Baskin Plot?

While the Documentary does a good job of outlining why Joe Exotic was prosecuted by police for both attempted murder and the mistreatment of animals, it still remains a mystery how both Alen Glover and Jeff Lowe avoided prosecution. Glover in particular was pivotal to the plot of the attempted execution of Carole Baskin, having accepted $3k for the hit, before using the downpayment to get drunk instead. While Glover did not follow through on the hit, the reasons for why the Police chose not to prosecute him is something that definitely needs to be explored.

If anything, Jeff Lowe seems even more guilty than Glover for his involvement in planning Baskin's murder. It was Lowe who brought up images on Google Earth to demonstrate to Joe just how easy it would be to carry out an execution of Baskin and on top of this, it was Lowe who suggested that Joe consult with Glover about carrying out the hit.

The penultimate episode of the series outlined how Lowe volunteered to help police capture Joe, but what deals were made to allow Lowe to get off scot free is something that definitely needs further exploration. Considering how implicated Lowe and Glover were, it's fair to say that the prosecutors involved need to be questioned as to how these men were allowed to walk free.
