7. Dead Weight (Episode 7)
The contract for this season and the last one has seemed to be "we focus on Rick for 14 out of the 16 episodes, he appears without saying anything in another and the last one just doesn't have him." The irony is that any die-hard Governor fan can literally say that he steals the show for two episodes each season. By this point, the Governor is now calling himself Brian Heriot, after a name he saw on a barn door (no, literally, that's what happened), is shacking up with the Maggie-lookalike he found in an apartment building with her daughter and lesbian sister/other Maggie-like. We are also introduced here to the Dolgen brothers, who were sadly gone before their time (and by time, I mean fleshed out character development). In true Walking Dead style, Caesar Martinez (The Governor's old Woodbury buddy) is given some proper character development before being brutally offed in the same episode (akin to Axel's development/death last season, with some slight resemblance to Merle's development/death, both of which were by the hands of Philip Blake). This episode is really just making sure we know everything about The Governor/Philip/Brian's misadventures post-Woodbury massacre before we moved on to the epic showdown.
