3. General Ross Will Find Him
Perhaps it's not important where we find White Vision, but who finds him. With General Ross likely still operating in an element of superhero affairs, he may be interested in recruiting White Vision for the long-rumored Thunderbolts formation.
It's almost a guarantee that S.W.O.R.D. built some sort of tracking device into White Vision. In the small chance that they didn't, there's no way they would just throw their hands up in the air and say "oh well" when White Vision left Westview.
There's also no way that the events of Westview aren't known to other members of the government, including General Ross. He even said in Captain America: Civil War, "If I misplaced a couple of 30 megaton nukes, you'd bet there'd be consequences".
Ross wants control of as many enhanced individuals as possible. With the Thunderbolts potentially around the corner, it would make sense for Ross to add White Vision to his list of recruits.
