4. Shelton Benjamin (WrestleMania 21)

When Shelton Benjamin defeated Triple H on Raw shortly after WrestleMania XX, it looked like the company was getting behind him as a new star. 

Unfortunately for both Benjamin and the fans, though, things didn't go the way they should have. He captured the Intercontinental Championship, but it took six months and he didn't end Randy Orton's length reign. 

At WrestleMania 21, he was part of the Money in the Bank match, but he didn't win.

Had WWE really committed to Benjamin's push, he could have been a top star. He should have won the Intercontinental Championship from Orton when he challenged him in June, and he could have defended the belt successfully against heels like Batista and Chris Jericho as 2004 progressed.

Heading into 2005, WWE could have established Benjamin as one of the top contenders to win the Royal Rumble, and sure enough, he'd come out the victor - setting him up for another match with World Heavyweight Champion Triple H. 

HHH could put up obstacles between himself and Benjamin in the lead-up to WrestleMania - even costing him the IC title - but in the end, the challenger would be victorious at the show of shows.
