3. William Regal (SummerSlam 2008)
William Regal will go down in history as one of wrestling's most underrated heels, and even though he was a fairly constant presence on WWE TV for a decade, there was so much more the company could have done with him.
Regal's one brush with the main event came in 2008. He was already General Manager of the Raw brand coming into the year, and when the company held the King of the Ring tournament in April, Regal won the crown.
The next reasonable step was for the Blackpool native to challenge for the World Heavyweight Championship, but within weeks, he was suspended for failing a drug test.
As it was his second suspension, he was gone for 60 days, and when he came back, the company didn't take a chance on pushing him.
Had Regal not suffered the suspension, there was arguably no limit on his upward momentum. He could have challenged CM Punk for the World Heavyweight Championship at SummerSlam and won the title, then held onto it until John Cena returned from injury.
A Cena/Regal feud - something we never got to see - sounds very appetising indeed.
