Rusev is on a path of destruction at present and it looks likely that he'll be tangling with Cena in a top match at WrestleMania, possibly with the whole of America at stake. But before Rusev gets to Cena, he needs a high-profile feud and series of matches with a top star. While Mark Henry, Big Show, Jack Swagger and Sheamus are certainly no scrubs, they certainly won't have as good a match with Rusev as Orton surely would. Orton is a consummate professional and a real ring general and could probably get a fantastic match out of Rusev and make him look like a killer in the process. Rusev vs Orton is also a fresh match that hasn't been done before so there is built-in intrigue there. Rusev could cost Orton his big match with Seth Rollins (possibly over the Money in the Bank contract) leading to a heated dispute between the two on the road to WrestleMania.
