6. Rusev
Rusev somehow managed to get over twice -- first as a villainous monster heel, then as a bruising babyface (to the fans, anyway) with a singing entourage -- and both times, WWE bungled it as only they could. Boy, did they miss the boat on Rusev Day or what? (No, cashing in with the calendar doesn't count.)
Despite his outstanding social media work, being one of the few shining lights of the Mixed Match Challenge, and generally being great with anything they give him -- including a fish promo with Summer Rae -- he is forever destined to stare at the lights for whomever Vince prefers over him.
And, unfortunately, he has few great matches to look back on, as he hasn't been allowed to shine wrestling-wise in quite some time.
