Each of the Big Four pay-per-views in 2006 had dropped off from their 2005 counterparts. Though WrestleMania 23 would set a new high-mark for the company two months later, the 2007 Royal Rumble would continue that prior trend of decline.

That '07 Rumble managed 491,000 buys, only about an 11 percent drop from the 550,000 total for 2006. It was, however, the least-bought Rumble since the 1998 edition, which pulled in just 351,000 buys.

Between 1999 and 2006, all eight Rumbles cleared the half-million mark, with three of them (1999, 2001, and 2002) topping 600,000. As technology changed (read: the availability of illegal streaming sites), numbers would continue trending downward, though the Rumble would always manage to stand taller than SummerSlam or Survivor Series. Its position as the start of WrestleMania season would keep it from ever falling below 440,000 buys in the pre-Network era.
