It's not often you see the crowd invested in Jack Swagger's work, but WWE found a way to make one of his feuds compelling. Rusev was getting considerable heat for he and Lana's pro-Putin spiel, and proud American Swagger made for a decent foil (until their 600 pay-per-view rematches over the next two years stomped out the remaining flavor). The two would naturally face off in a flag match, but even WWE wasn't sure what that was going to entail.

Traditionally, a flag match is under capture-the-flag rules, and WWE even listed those rules on their website while promoting the SummerSlam match. They were then taken down, and no new rules were ever posted. On TV, they didn't even make it clear what the rules were. It ended up just being that the winner got to raise their flag while their anthem played.
