Plans change, especially when you have ideas and concepts written in pencil months before execution. When WWE Magazine in the fall of 1991 undertook the Survivor Series promotional campaign, it was noted that just like the 1990 show, there would be a "Grand Finale" battle of survivors at the end of the night.

The 1990 version was nothing to write home about; it was just an excuse for Hulk Hogan and The Ultimate Warrior to stand tall twice in one evening. So it wasn't like the audience was missing much when the 1991 show did without a Grand Finale, with no mention of it made aside from the magazine note.

Besides, who would want to watch a match pitting The Legion of Doom, Jim Duggan, Sgt. Slaughter, Tito Santana, and Kerry Von Erich against Ric Flair, The Nasty Boys, and Blake Beverly? Well, besides me.
