Gee, maybe fans didn't like the pay-per-view? Raw's ratings had been on a steady decline for years, taking deeper plunges through 2014 and 2015. By the fall of 2015, and especially when Sheamus won the belt, the numbers began diving crown-first into lows not seen in eons.

The 23 November 2015 episode of Raw did a 2.15 rating, the lowest for any non-holiday edition of the show since 17 February 1997, which did a 2.1 rating. The post-Survivor Series show did under three million viewers, which is generally the dividing line between a decent number and a crap number these days.

That Raw was up against an intriguing Monday Night Football game, in which the New England Patriots were attempting to reach ten wins without a loss (which they did). The game did more than 14 million viewers, up from its usual numbers, so that played a big role in Raw's drop. Of course, if there was any joy coming out of Survivor Series, Raw probably wouldn't have plunged the way that it did.
