Consider the source. While Russo has been known to exaggerate at times, this seems like a pretty heavy story to fabricate, so you can draw your own conclusions.

According to the former WWE head writer, he had pitched an idea to McMahon for a triple threat main event at WrestleMania pitting Rock, Austin, and Mankind for the belt. Russo took up for Foley out of sheer respect for his beyond-the-call-of-duty efforts, especially in the previous year. Foley wouldn't have won, but Russo argued he deserved to be a part of the WrestleMania main event. McMahon apparently signed off on the idea.

As Russo tells it, when the plan was making the rounds, he saw Shawn Michaels constantly in the ear of Austin, and he sensed it wasn't for constructive reasons. After seeing the two together for some time, Russo was approached by Austin, who said he felt uncomfortable with the triple threat idea, that he'd prefer a one-on-one deal with Rock. Russo then said Austin went to McMahon, and the match was changed.

Russo contends that Michaels played the devil on Austin's shoulder and convinced him to take Foley out of the match, but remains unsure as to why.
