8. The Great Khali
All things considered, The Great Khali spent more time in WWE than anyone would have thought. His reputation as a completely incompetent worker preceded him when he joined the company in 2006 to play a foil for The Undertaker, and he quickly lived up to it. Though he was pushed for the first year of his WWE tenure -- even winning the World Heavyweight Championship -- the immobile giant soon became a joke character, good for a modest pop and nothing else, and losing most of his matches.
Last November, The Great Khali's contract expired and was not renewed. Despite an inauspicious departure after such a noteworthy debut, Khali and WWE were on good terms. Still, in 2015, Khali allegedly claimed that he was returning to the company, starting a rumor that was quickly shot down by WWE spokespeople. From the company's reaction, it was clear that WWE higher-ups are very satisfied with Khali's tenure having come to a close.
Even a one-off in the Royal Rumble seems unlikely, as Khali lives in India, and facilitating such an appearance would cost more than it would be worth.
