Speaking of entirely ineffectual champions, no discussion on the subject can exist without mentioning current RAW GM and hardcore legend Mick Foley. As Mankind, Foley won the WWE Championship on three occasions, the first of which goes down in history as a major turning point in the Monday Night Wars. Seeing Foley rise to the top was a wonderful scene for WWE fans, one of the rare 'anyone can do it' moments in wrestling history.

Once you get past the emotion, there was nothing to any of Foley's reigns. The man was able to win the title three times, but defending was another thing completely. Those three reigns lasted just a total of 36 days, making Foley the former champion with the shortest average reign (minimum two reigns).

Admittedly, Foley found himself having to contend with the dastardly McMahon Family and a superstar who couldn't be stopped in the shape of The Rock. Even so, Mrs. Foley's baby boy was an entirely toothless champion, one of the first modern examples of how some performers are made to chase as opposed to rule.
