9. Mr. Perfect Vs. Shawn Michaels (1993)

It was supposed to be the greatest match in SummerSlam history. It was promoted as being the battle to determine the greatest Intercontinental Champion in WWE history.

Following the classic IC matches of the previous two SummerSlams between Bret Hart & Mr. Perfect ('91) and Bret Hart vs. Davey Boy Smith ('92), Shawn Michaels and Mr. Perfect were expected to tear the house down when they battled for the Intercontinental Championship at SummerSlam '93.

That didn't exactly happen.

Unlike several other entries on this list, the two men did meet and the advertised match actually took place at SummerSlam but, not only was the match a disappointment given the lofty expectations, nothing was really settled. The match was relatively inconclusive.

Technically, Michaels won the contest and afterwards proclaimed himself the greatest Intercontinental Champion ever, but the match ended via countout when Diesel interfered, running Perfect outside the ring into the ring post. Hardly decisive, no?

Surely, a rematch was inevitable, with a televised payoff the only acceptable conclusion. Instead, Perfect was quickly moved to work with Diesel and shortly after parted ways with WWE, which was believed to be over not winning the Intercontinental title.

Another Perfect/Shawn program was teased in 1996 when Shawn was WWE Champion, but never came to fruition.
