3. Create A Balanced Heel/Face Dynamic
RAW has an issue with all of their divisions at the moment. The heel and face dynamics seem to be all over the place. The Hurt Business were face when defending the show from RETRIBUTION, yet they are now heels again when taking on Matt Riddle. Riddle cheats to win against them and he is still considered the babyface.
The blue brand, though, has found a way to establish not only a strong heel/face dynamic, but they have also managed to make characters who are "shades of grey" work as well. Cesaro is a prime example of this. He is a friend of now babyface Shinsuke Nakamura, yet he is behaving as a heel against Daniel Bryan.
Characters on RAW just seem all over the place. Charlotte Flair is an unlikeable screen presence, yet she dominates as a face. Alexa Bliss is a tweener who is playing the heel against a babyface Asuka. These dynamics need to be readjusted in order for audiences to care about the characters. Something the blue show has figured out already.
