While WWE didn't operate under PG guidelines until two years later, there was still a limit to what the promotion could get away with.

Yes, they had Vince McMahon slide his tongue down the throat of various Divas in what is a retrospective optics nightmare. Yes, they booked Kane as an actual rapist whose victim later aligned with him as a babyface (!). Yes, casual homophobia was rife, but then, they didn't think they were getting away with anything because they didn't deem it awful. Yes, they scraped the barrel of controversy with mock-necrophilia and sacrilege angles. Yes, they penned a storyline in which it was discovered that Mr. McMahon prostituted his underage daughter to secure business deals. They would however never have shown a man's visible penis. Come on. It's not as if it's a pair of bare beasts, which WWE had shown live on pay-per-view. That's fine. Those are women.

They did show William Regal's tallywhacker, by complete accident, in a PPV skit in which he was exiting a shower and comparing "size" with Big Vito.

The towel was meant to be wrapped more securely around his waist, of course. You'd think the submission expert would know better than to apply something so loosely.
