Remember when No Way Jose was a promising babyface with bags of personality in NXT? WWE don't. Had they sat the guy down before calling him up to Raw and said, "Jose, we're thinking of turning you into this year's Adam Rose", he would've been forgiven for running a mile and trying his luck on the indy scene.

The conga line act sucks life out of every segment it's in.

This may well sound a bit harsh, but Jose's performances are like house show intermission bonuses wasting valuable television minutes. WWE wouldn't pause Raw to hand out backstage passes to eager young fans, so why are they booking umpteen extras to dance like granddads behind a babyface fans could care less about?

It says everything that Jose lasted two seconds in the 2019 Royal Rumble. That's where he is on WWE's mental pecking order, and it's why he's on this list. They keep sending him out there thinking something will suddenly click; it's creative insanity.
