3. Barry Horowitz

Prior to the Attitude Era, Barry Horowitz was the man to beat... literally. His second run with the then-WWF began in 1991, and though he'd had some wins on his resume then, he was pretty much destined to lose consistently all the way into late 1995. So great was his loss record that when he finally did beat someone- Bodydonna Skip, aka Chris Candido- Jim Ross exploded with cries of "Horowitz wins! Horowitz wins!" Granted, it's no "slobberknocker" or "he's broken in half!", but to have J.R. make such a call whenever you managed a victory had to have felt pretty good, and helped elevate his standing somewhat.
