3. Savio Vega

To say that Savio Vega was underutilized during his run in WWE is a gross, laughable understatement. Vega, an actual Puerto Rican, constantly played second fiddle to Razor Ramon, a Cuban character played to its most offensive stereotypes by a guy from Maryland. Juan Rivera was a solid talent who toiled away as the incredibly misguided Kwang the Ninja for a bit until he was finally able to drop the ridiculous gimmick in favor of something more closely resembling his actual personality. The real genius of Savio Vega is that he was one of the first wrestlers to be introduced as a guy straight out of the real world. One night he was sitting in the audience, portraying a common fan, then all of a sudden he was hopping the barricade and coming to the rescue of Razor Ramon. It was something WWE fans had never seen before, and it helped propel the more grounded aspects of his character.
