9. Continue To Build New Stars

While WrestleMania has been the old-timers show as of late, WWE has done a better job in the past year or so of at least attempting to build new stars. Instead of that 2010-2013 time period where WWE seemed hellbent on keeping the stars of 2005-2009 on top (The Undertaker, Edge, Rey Mysterio, Shawn Michaels, Triple H, etc.), WWE in 2016 has seen the rise of AJ Styles, Kevin Owens, and Dean Ambrose, among others.

The superstars that are in today's main events are not the same superstars that were headlining shows 5 years ago. While WrestleMania still leans too much on the stars of yesteryear, at least the rest of the year has been devoted to introducing new stars. Now, if WWE could just realize that they need to use their biggest show of the year, the show certain to have the most eyeballs on it, to feature their current crop of superstars, they'd be in a good position.

In order for WWE to regain popularity with the masses, they need to create stars that the masses are drawn to. Once they do that, WWE must present them as much as they presented the Hogans, Brets, Undertakers, Austins, Rocks, and Cenas of the past.
