WWE has almost-certainly moved GUNTHER to Raw because they've got long-term hopes he'll turn into a main-eventer. The current Intercontinental Champion has been a sensation on SmackDown, and there's no reason to suggest he'll be anything other than a rip-roaring success on the flagship too.
Don't be stunned if GUNTHER's now-iconic IC Title run comes to a satisfying end (choosing the right successor will be critical), then he sets his sights on that new World Heavyweight Championship.
