Obviously this ending spot was planned and on paper, and it seems like it could have been a great idea. Yokozuna was being pushed as a monster, and being that he was a 600 pound behemoth this was a logical booking style. The idea that the much smaller Savage could be pushed off him and launched over the ropes probably seemed perfectly reasonable in theory. Unfortunately though reality was much different and this spot also didnt work out. Savage had to go for an oversell that is almost heroic in its exaggeration, to keep Yokozuna looking strong. And while it looks ridiculous, you gotta give Savage credit for going through with it, as its truly impossible to imagine Hogan having a bar of this. https://www.youtube.com/watch?v=_TALySj3XQQ
