I'd say there is a fairly convincing argument that can be made for Paul Heyman being the best wrestling personality of the last two decades. I don't mean biggest, I don't mean most popular or most over, I mean the critical form of 'best'. There is no one near to him when it comes to work on the microphone, nobody comes close to his ability to sell matches (however big or small). Whilst the 'Heyman Guy' thing didn't help Curtis Axel, Cesaro or Ryback too much, being referred to as a Heyman Guy still garners a certain amount of respect. Paul Heyman is as good as anyone in wrestling.

Paul Heyman is not a wrestler however. This doesn't stop him from holding more WWE victories than our dear buddy Sting of course. 

After turning on CM Punk in the summer of 2013, Paul Heyman and Curtis Axel were booked to face Punk in a handicap match at the Night of Champions PPV. Axel had already defended his IC title earlier in the night against Kofi Kingston, and Punk subsequently took him out. This made it Heyman vs. Punk, 1-on-1, no DQ. Of course the lack of disqualifications would work in Heyman's favour as Ryback came down to the ring and attacked Punk, leaving Heyman to pull up the scraps and win the match.

Sting hasn't won a single WWE match.
