The McMahon family expressed regret over their management towards the end of 2018. Stephanie's very words were, "we haven't been doing a good job for you lately". It was a rare display of public honesty from the fam before they palmed blame off to then-temp GM Baron Corbin and rolled on as though nothing had happened.

That character would be furthered if she booked herself to take a slot from some hard-working full-timer in the second female Royal Rumble. Imagine the scathing heat online if Steph bounced out, entered a good 15-20 minute performance (possibly eliminating a few mid-carders along the way) then claimed she tried to do it for the fans.

Again, few would see McMahon in the Rumble coming. She's unlikely to have that token WrestleMania match though, so WWE may deem this necessary just to p*ss off the haters and keep her in the frame.
