9. Hulk Hogan, 1991

The WWF was in a serious creative funk in 1991. It was not yet ready to embrace the new generation of wrestlers like Bret Hart and Shawn Michaels and were relying on Hulk Hogan, who was stale even then. Stale or not, the crowd still went wild for Hogan during the match and he was the only real logical winner. The WWF had seriously deflated the crowd earlier on the show when Macho Man Randy Savage screwed The Ultimate Warrior out of the WWF Championship in his match with Sargent Slaughter. They pretty much had to send the crowd home happy and Hogan was as winner was a tried and tested way to do that. With British Bulldog, Nasty Boy Brian Knobbs and Earthquake comprising the final four, who else was going to win? The WWF would got shaken up a little later in the year when the next year's Rumble winner Ric Flair, arrived in Stamford.
