7. The Rock, 2000

The Rock guaranteed that he would win the Rumble in his pre-match promo and, true to his word, The Great Won was the last man standing at the end of the night. The WWF roster was stacked in 1999 and 2000 but it had taken a bit of a hit by the time the Rumble rolled around, with Steve Austin and The Undertaker out injured. Future main eventer Kurt Angle was still in the opening match and Triple H and Cactus Jack were beating the hell out of each other in a brutal street fight. The People's Champ was the most popular member of the WWF roster at that time and so it made sense for him to win it. It was his time, having missed out on Rumble victories in 1998 and 1999 (where hindsight says he should have entered and went over). The 2000 Rumble was a lot of fun but there weren't any real contenders in there, except maybe The Big Show and Kane. Rock won the match by last eliminating Show, although the replay made it look like Rock's feet touched the floor first.
