3. A Full-Time Legend

One of WWE's biggest problems is that the guys who mean anything aren't there half the time. Brock Lesnar, The Undertaker, Triple H and even The Rock - they have name value but don't wrestle or even show up for TV every week, and some of them barely wrestle at all, lacing their boots only once or twice a year. The only other talent who means something is John Cena. He is a bonafide Hall of Famer and he does some serious grafting every single week. Which is a lot more important than some people think. It is no secret that having guys come in on a part-time basis causes problems, with a big part of the beef CM Punk had with WWE coming from that very issue. Having someone that can be relied on to be there every week and pulling their weight, but who also has real name value, allows you to build a big program around him without pissing off a lot of people. John Cena is that guy and him being MIA for WrestleMania just leads to more legends being drafted in and more people being annoyed because of it.
