When the WWE fans showed such disdain for Reigns' rocket-powered surge up the company ladder, WWE unexpectedly swerved everyone by having him lose at WM 31 to a cashing-in Seth Rollins, but they were left with a serious problem. They had already invested a great deal of time and resources into developing Reigns as the next John Cena that even though fans still weren't behind him they couldn't just give up on him and move on.
WM 32 essentially came down to WWE going back on their swerve from a year earlier. They in fact were still all-in on Reigns as the face of the company and all he was missing was a WrestleMania main-event title win. This was handed to him in the form of a feud with HHH which The Game was never going to win, and despite gaining no real traction with the fans WWE had completed their mission: they had the video and pictures of Reigns with the title and the WrestleMania fireworks. This is apparently crucial to identifying a WWE main-eventer.
WM 33 is coming around and Reigns hasn't exactly fallen from grace, from there are so many other pieces that the show will almost certainly not revolve around him. More importantly, he already had WM 32 to get that crowning moment so WWE can focus on a broader range of wrestlers.
