4. Jack Swagger
If nothing else, Jack Swagger probably holds the distinction of having the most forgettable World Championship reign of the last decade, as well as the most puzzling choice for Mr. Money in the Bank. One could be forgiven for imagining that the whole of Jack Swagger's main event run was some sort of collective fever dream.
Swagger was doing okay as an amateur wrestling cornball, but not every amateur wrestling cornball is Kurt Angle. After a decent run in ECW, Swagger moved to Raw and accomplished nothing in the lead-up to winning the 2010 MITB match, and cashed in almost immediately on Chris Jericho. It felt less like an unfair coup by an opportunistic heel than like a booking non-sequitur.
Swagger retained his championship against Jericho, Edge, Randy Orton, and other top names of the time, but lost it to Rey Mysterio at Fatal 4-Way. The run was so catastrophically non-descript that Swagger acquired almost zero prestige from ostensibly being crowned the best wrestler on the planet.
