3. Cesaro

One of the most technically adroit competitors on the entire WWE roster, Cesaro has a mixture of skill and charisma that allows him to take leaps and bounds up the card with a single performance. As a heel, Cesaro was a long-reigning United States Champion, a competitor in 2014's WWE Championship Elimination Chamber match, and the winner of the inaugural Andre the Giant Battle Royal. Despite some false starts, he seemed to be headed to the main event when he was paired with Paul Heyman following his WrestleMania XXX win. The optimism didn't last long, though - he failed to follow up on his success, was soon split from Heyman, and found himself floundering. A team with Tyson Kidd resulted in a brief Tag Title run, but they lost the belts and Kidd suffered a severe injury. Cesaro burst back into the forefront of WWE when he answered John Cena's U.S. Championship Open Challenge and took the champ to the limit in two consecutive matches. Though he didn't win the title, Cesaro got nearly an hour of time on Monday Night Raw to remind the WWE Universe of his capabilities. Plus, he was a babyface now - surely a star was born. Cesaro began feuding with Kevin Owens, but after failing to defeat the former NXT Champion at SummerSlam, he was back on a downward spiral. He's since lost matches to The Big Show, Sheamus, and Bad News Barrett, and he looks to be headed for a feud with Stardust. WWE had a potential superstar on their hands, but they purposely let him burn out.
