As it is now, so it was during the original brand split - there are three Pay-Per-View events each year when wrestlers from rival shows can compete against one another. First, at the Royal Rumble, men from both brands are in the signature battle royal. Then at WrestleMania, singles interpromotional matches are allowed. Finally, at Survivor Series, there are elimination style tag matches between Raw and Smackdown.

December - which falls right between Survivor Series and the Royal Rumble - doesn't benefit from any of the interpromotional angst that gives some of the other events an extra measure of excitement. Raw and Smackdown are each doing their own thing - for Smackdown, it's the TLC PPV, and for Raw (this year, at least), it's Roadblock: End of the Line.

Perhaps some more emphasis on the Raw vs. Smackdown aspect of the Rumble would help make December more interesting, but as the Rumble is still so far away, it might not work.
