It wasn't all doom and gloom, obviously. During a special Raw episode filmed in Glasgow, Scotland (November 2016), Bayley was treated to a rapturous response from fans who yearned to see her succeed. The entire show was held up for a good 10 minutes as Glaswegians serenaded the babyface with choruses of, "Hey, hey Bayley! Ooh-aah! I wanna' know, if you'll be my girl."

This was evidence of faith in a character that was already flagging mere months in.

Whenever Charlotte Flair went to continue her promo, Scotland piped up again and wouldn't stop singing. It was magical, organic and a reminder that wrestling fans are like pitbulls when holding onto something they love. So, what did WWE do? They refused to deviate from plans to slowly introduce Bayley as one-dimensional.

In other words, they spoiled a reception that had been 100% real by thinking it'd be there forever. WWE took Bayley's popularity for granted and did precisely nothing to maintain it. That's why her gimmick ended up in the state it was in.
