Around the year 2000, censorship advocacy group the Parents Television Council was on the WWE's back big time. The PTC attempted to get advertisers to be responsible for the content of the television shows they used for advertising time, and was particularly disgusted by the Attitude Era's brand of innuendo, hardcore matches, and occasional shoot boob glimpses.

The classically mature response from Vince McMahon was Right To Censor, a deliberate and very aware parody of the PTC that featured Stevie Richards and cronies in suits and ties, protesting the WWE's content.

RTC were full-on heels, beating up women, haranguing the audience, and generally being gigantic tools whenever they appeared. Even their theme music, a cacophony of sirens and alarms, was famously horrible.

RTC fulfilled two roles. One was as the vehicle for Vince's impotent rage. The other was to provide a kayfabe excuse for actually dialling back the adult content of the WWE, while maintaining it was the evil RTC who forced it instead of the WWE caving in to pressure.
