Goldberg would be much closer to the top of this list had his second WWE run not been a success. Returning in 2016, the ex-WCW star was booked much more like he had been during those halcyon days in Atlanta, rather than undermined and treated poorly like he was in 2003.
If Goldust wasn't putting his wig on Bill, the WCW hard man was working lengthy matches that didn't play to his strengths at all. There's a reason Goldberg's recent WWE matches only lasted a few minutes; never one of the most technical stars in-ring, Goldberg's attraction relied on him blasting through opponents in quick, intense squashes. WWE didn't give him that the first time around.
On the evidence of Goldberg's run between 2003-04, it's a good thing he decided to sit out his AOL/Time Warner contract for a few years and wasn't part of the 'Invasion' angle. Thank God for that second stint too, because WWE threatened to completely ruin Goldberg's aura when they did finally get their mitts on him.
