Ted DiBiase is regularly brought up when fans reminisce about the best workers who didn't become WWF/WWE Champion. His 'Million Dollar Man' gimmick was made for the belt, but the company had other plans. Namely, Hulk Hogan must pose, and that other babyfaces like Randy Savage were more important.

Hulk's lengthy 1,474-day reign ended amidst controversy when DiBiase, André The Giant and a shady referee conspired to take the title off him right before WrestleMania IV. On NBC's first Main Event special, André was crowned champ and then immediately tried to sell off the belt to Ted in one of the hottest angles ever.

President Jack Tunney was having none of it.

He stepped in to declare that DiBiase couldn't be WWF Champ and vacated the strap; Ted did defend the title before this (against Bam Bam Bigelow on a house show) Superstars announcement, but he'd never get to properly hold the championship.
