One major problem in WWE over the years has been the stop/start booking mentality. Fans have been complaining about the strategy for years, which seems to keep most wrestlers on an even keel with one another. Suffice to say, this makes it difficult to create genuine headline stars, because people watching start to ascertain that everybody is on equal footing. Occasionally, the writing staff decide they like someone so much that they'll put them on a short winning streak. Inevitably, this process slows once management begin to grow bored of the wrestler in question. Cesaro has previously been in that position, and it did absolutely nothing for him. WWE must realise the man needs more than simply a short push if he's really going to make it. Putting him on a more lengthy winning run wouldn't solve the problem outright, but it wouldn't exactly hurt his cause either. If Cesaro is going to become a stalwart at the top of the show, perception may just be key. Fans already like the guy, but it seems people need proof that WWE higher-ups do to if they're going to starts investing in his character.
