If you were wondering what exactly earned Carlos Colon a spot in the WWE Hall of Fame despite never having a real run there, it was his elimination of Damien Demento in the 1993 Royal Rumble match.

In all seriousness, it was his success promoting the World Wrestling Council from the '70s and beyond that earned Colon legendary status in Puerto Rico, though his exposure in WWE was far more limited.

Aside from a handful of house show matches in the '60s and '70s, Colon had very little prior experience in WWE when he entered the 1993 Rumble as a surprise entrant. In all honesty, there really was no reason for it, aside from giving him the chance to say he once wrestled on a WWE pay-per-view.

The commentators were just as confused to see Colon in the match as the crowd was. There was very little they could say to justify his presence in the Rumble and thus no explanation was ever provided as to why he was there.

Apparently it was enough to earn him a spot in the Hall of Fame in 2014, despite never having any major connection to the company. His sons Carlito and Primo, and nephew Epico have done well there, but that's about it.
