This was the stage of WrestleManias where the aimless midcard would be cobbled together in a ladder match to give them all something to do (now they have a battle royal for that). Finlay usually fell into that gray area of, "he's not in any major storylines, but we don't want to demote a man of his stock to the lowly pre-show." Finlay's lone proper match came against JBL, a decently-brutal Belfast Brawl in which the main highlight was JBL flinging a trash can down onto poor Hornswoggle, to audible cheers.
