8. Dolph Ziggler

It's a shame that a talented performer like Dolph Ziggler actually has two World Title reigns credited to him, yet neither of them were very good. The first time, Ziggler was given the World Title by Vickie Guerrero on a February 2011 edition of Smackdown. She stripped Edge of the title, gave it to Ziggler and then later in the show Edge won it back. It was one of the most pointless title changes in WWE history. In 2013, Ziggler finally won the World Title by cashing in the Money in the Bank contract on Alberto Del Rio. It was one of the loudest ovations ever as Ziggler celebrated with the gold. The problem was that one month later he suffered a serious concussion and he missed about one month of action. When Ziggler returned to face Del Rio at Payback 2013, most expected him to retain the title. Instead, they worked a concussion angle in the match and Del Rio ended up turning heel while Ziggler went face. Del Rio also left with the World Title. It angered a lot of people at the time, but we figured Ziggler would get the title back down the road as part of the story. He never did. It's not a talent issue with Ziggler. He's on this list because of a terribly booked first World Title win and then a second one that was taken away from him due to a serious concussion. It's a shame that he's been unable to get back to that level.
