7. Rey Mysterio

Mysterio's the only three time World Champion on this list. He's won the World Title twice and the WWE Title once. Usually if a guy has won three major titles he's not going to be one of the worst World Champions ever, but he warrants a spot on this list. His first World Title won happened in a traditional way after he won the 2006 Royal Rumble and then the World Title at WrestleMania 22. His initial title reign had awful booking. He lost a number of non-title matches likely because Vince McMahon had a tough time accepting the fact that he put a major title on his smallest wrestler. Even though Rey was the World Champion, he was booked like a loser. It was no surprise when he lost it to Booker T about four months into his reign. In the summer of 2010, Mysterio won the World Title for a second time by defeating Jack Swagger. It was a textbook case of a popular guy in the role of a transitional champion. That means they had no intention of giving him a long run with the title. He was just there to lose to somebody else, which was Kane. Rey's only WWE Title win saw him hold that championship for a few hours on Raw because John Cena beat him for it on the same July 25, 2011 evening that Mysterio won it. It was during the storyline where we didn't know if CM Punk was going to come back to WWE or not.
