5. Road Dogg

This is the second title reign from 1999 that's on this list because it was a crazy year for title changes. From February 14 to December 12, there were nine different people that won the IC Title. None of the reigns lasted longer than two months. Road Dogg was a great tag team wrestler with his partner Billy Gunn as they formed the very successful New Age Outlaws team. On his own it didn't work as well for him although he did manage to win his first and only IC Title by beating Val Venis on Raw on March 15, 1999. He successfully defended the title at WrestleMania 15, but he lost it the next day to Goldust to give him an unimpressive 14 day title reign. There were so many talented midcarders in WWE at the time, which is why they likely did so many title changes. It didn't make fans care about the IC Title, though. It only showed that it was definitely a different time in WWE where titles changed hands rapidly.
