Billy Gunn is another on this list that could have been valid as Intercontinental Champion had he been handed the belt at a different time; over as heck during his peak run as part of D-Generation X and The New Age Outlaws from 1998 until early 2000, the former Smoking Gunn could easily have held singles gold then.

Stripped of the attitude that had made him a star and struggling to maintain fan interest, the guy's new 'The One' character was not best-placed to beat Eddie Guerrero in November, 2000 and become Intercontinental Champ.

Regardless of fading fan interest in Gunn's dull new guise, that's exactly what the WWF chose to do.

19 days later, the former DX man was staring at the lights for Chris Benoit at Armageddon. His flirtation with the belt over, and with no other singles title prospects on the horizon, Billy returned to his undercard berth and stayed there until being recast as a homophobe's nightmare in the 'Billy & Chuck' tag-team.
