2. Debra

Perhaps nothing sums up women's wrestling during the Attitude era more than then-Commissioner Shawn Michaels awarding Debra the Women's Title because her breasts were superior to and less over-exposed than Sable's.

Charlotte Flair vs. Sasha Banks inside Hell In A Cell this wasn't.

After winning the title from Sable in just 50 seconds on May 10, 1999, Debra defended it just the once. Her title loss to Ivory aired on the June 14 episode of Raw, but the match was actually taped on June 8. That means Debra's first ever title reign lasted 29 days in reality and a scant 35 days in TV land. Another swimsuit model who couldn't wrestle to save her life, Debra was more effective as eye candy during an era when that meant more to fans than seeing women properly work matches.

Her title reign was utterly insignificant, and it's one of the worst in history.
