2. Curtis Axel

In 2013, WWE handed Curtis Axel the chance to prove that he could be something more than a low-level player. The man was even handed Paul Heyman as a manager, during a time when the promotion seemed to think that the 'Advocate' could turn anything into gold. Naturally, given that he's on this list in 2016, it didn't end up being a partnership that worked out. Much like Adam Rose, Axel is part of The Social Outcasts. His whole spiel about never being eliminated from the 2015 Royal Rumble was somewhat entertaining to a point, but that's really all he has to shout about. If WWE were going to release a glut of talent at the moment, there's a good chance that Axel would be on the list. This is upsetting, because he's a solid in-ring performer. Wrestling isn't the man's main issue, it's actually one of his strengths. Where the package falls down is that he doesn't really have much of a character to speak of, he's bland on the microphone and fans don't seem to either enjoy his work or outright despise him. Axel is just sort of there, and it's hard to see that changing this year.
