Everybody believes everything is a work in wrestling, at least for a while.

It's often the first impulse. It's a defensive act; because fans don't want to be looked upon as stupid when engaged with a community that wears being "smart" as a formative badge of honour, they reflexively cry "work" when they are confronted with a shoot situation.

Some people screamed "work" when it was rumoured that Bryan Danielson was set to miss Forbidden Door and Blood & Guts despite appearing on the go-home Dynamite, but think about it. Bryan Alvarez broke the news 48 hours beforehand. What would be the purpose of bumming fans out for two days? That's the worst possible version of suspense.

Similarly, because wrestling is wrestling, fans were convinced that Austin Aries no-sold Johnny Impact's (successful!) finisher at Impact Wrestling Bound For Glory 2018 to build interest in a theoretical rematch or make their rivalry feel "real".

The Occam's razor here is that Austin Aries is a bit of a d*ckhead, has a gigantic ego, and must have thought it was still 2012 and he was still relevant.

He was pissed at the finish and stood on his tiptoes to direct his ire towards management because he disagreed with it in a wildly unprofessional way.
