Admittedly, there's a bit of a grey area here.
Bret Hart payed hardball with the WWF Title leading up to Survivor Series 1997. He refused to drop the belt to rival Shawn Michaels on the pay-per-view, which (and you might've heard of this...) led to the infamous 'Montreal Screwjob' incident and Vince McMahon conspiring with Shawn and others to rip the title away from Hart by any means necessary.
That was bad enough, but the WWF didn't have to stick the boot in some more when Bret was gone. Why miss the chance to take the p*ss out of a company icon though, eh? 24 hours after Montreal, the company brought out a little person dressed as the 'Hitman' on Raw, and later launched the Mr. McMahon character by claiming that "Bret screwed Bret".
Yes, Hart had decided to leave. No, he probs shouldn't have been so protective about losing in Canada. However, he wasn't the one who put a creative control play in there - that was Vince. Then, they screwed over and humiliated Bret some more for the hell of it.
